TR2/3/3A wiper motor short

Wipers were working fine although rarely used.Accidently turned them on instead of lights and fuse blew.Seems a dead short, .4 ohms on the positive motor terminal to ground with switch off.I probably wont investigate to far until winter but any insight appreciated.
The top red wire and its insulator seem intact.

Tom, That's about right for a wiper that's not turning. Once the armature is rotating the current should drop to 2-3 amps, depending on motor type. Is yours stuck, or maybe the drive cable/spindles are gummed up. Good time to pull the whoke system and replace old grease, etc. What type of car?

Thanks,The switch is off so maybe the park position ground is completing the circuit and my fuse is to small(20a Buss agc) or something stuck.
I was thinking a wire or motor was shorted to case.Will continue to investigate.
