wiper issues

A few issues with my wipers on the '74 Midget. They may be separate but perhaps related? Not sure.

1) They will run extremely slow at times. The speed of the wipers seems to go up as I start to drive. I was thinking it could be electrical (varying juice to the motors) or mechanical (sticky linkages that move better if the car is vibrating a bit).

2) They occasionally stay on. Switch the wand back to "off" and they keep moving. If I shut off the car (with key) and then turn it back on, then they stay off. I'm thinking perhaps some relay in the process is failing to "let go".

Either of these two symptoms recognizable to the group wisdom? Related perhaps or not?

There is no relay on the wiper system.
The stalk incorporates a park switch wire sending juice to the motor when the switch is off.
As for slow moving, usually the grease in the rack is dried and caked. It's time to regrease the motor and rack.

Hmm so why would completely shutting the car off make it go of and not come back on?

On the older Spridgets (the "self-parking ones, '64 to '67 I think) the switch "grounds" the wiper motor and an iternal switch keeps the circuit "on" until the wipers are in the park position. I think that it is the same for the 2-speed units too. Sounds like the internals have a problem, not the stalk switch.
