Windmill Thinking of building from scratch

So a just four years ago, we bought an ornamental windmill. It was wooden, with a nice metal windmill on top. Last year, we had a very strong wing and, despite being anchored very well on a concrete pad, the wind toppled it and it broke in several places and the blades got all bend up.

We had paid $160 for this thing just four years ago. When I went to look into buying a replacement, the same windmill is not $427!
So, I have decided to purchase just the top bases and try to rebuild a somewhat sturdier windmill base from scratch.
