Hi Skip,
If the engine were completely apart, the valve could be lapped to it's seat. The residue would have to be thoroughly flushed out for obvious reasons. I usually check this seating while the block is bare & can be easily cleaned. Same with the remachining that Keoke mentioned. I think the filter is down stream from the relief valve so any grit from lapping or machining "should" be caught by the filter, but it's kind of scary. If the valve still leaks after your tries, a higher output oil pump, if there really is such a thing, could compensate for some leakage. Don't forget to check bearing clearances if you have the pan off.
The reason I have concentrated on the relief valve is because you said earlier that working on it helped the pressure but was not consistent. Worn bearings and or a worn oil pump could also be the cause of low pressure, as could suction leaks on the intake side of the oil pump.
