I had my outer headlight trim ringss rechromed for my Bugeye a while back. I was not pleased with the work - they ended up grinding down the top rivet, and chroming over this area. (I have since found a great plating shop only about an hour and a half away!) I was thinking of just removing what remains of the rivet, and putting new chrome of stainless steel ones in myself. Before I start messing with this area, can anyone tell me what the purpose of this rivet is? Does anyone know where I can get a couple of these rivets?

No purpose, it is just the way they came from the shelf.
 
The best I can determine is to center the top of the ring so the little screw hole near the bottom lines up. Apart from that, I have never been able to determine. Maybe it's a carryover from a time when some cars had a little glass prisim in the top of the light so you could see if it was on.

There are two holes in the bottom of each trim ring. One hole is for the screw that secures it to the light bucket bracket. There is another hole about 1/8" wide that is directly across from the rivet - should there be another rivet here too?
 
I have always figured that is a drain hole.
 
Screw hole, drain hole, and rivet. No telling what those rims came on orginaly or what the rivit hole was for.
