If it's a 1500, it's electrical.
The sensor unit is on the right front side of the cylinder head near the thermostsat.
Unplug the wire from the sensor, and "ground" it to a good, clean area of the engine.
Turn the key "on" and the gauge needle should move.
If it doesn't move, you need to look at the wiring or gauge. If it does move, you need to look at the sensor unit.

If you have a dual gauge (which it sounds like you do if you have an oil pressure gauge) it is mechanical.
There are several posts and how-tos on the forum on how to repair the water temp portion of the dual gauge. However, before undertaking such a project, I personally would do a few test to ensure that the gauge is not functioning properly. Firstly, I would remove the blub from the water pump housing and submerge it into a pot of boiling water. If this does not create a reading on the gauge, I would next remove the bezel and ensure that the needle is not stuck. After that, I would probably go ahead and replace the bulb.
