Well am starting to put the beast back together and have this panel that I don't know what is or where it goes. It is flat and measures 10" X 7". Not even sure it came out of the "B" (74.5 MGB). Have attached picture of the plate.

Also have another question: Was installing the rubber hood seal (VB part # 9-9183) and it seems a little short. Is this supposed to go around the perimeter of the hood, excluding the front lip of the hood? Maybe I'm am mistaken about how it should fit.

I don't recognize that plate as belonging to an MG.

The seal does not got all the way around. It attaches to the body of the car, not the hood itself.
 
On the plate: that is what I was thinking, does not belong. That is good.
On the seal: I guess I stated it incorrectly. It goes on the body. Is there another piece of rubber seal or something else that I will need?

Could a previous owner had made a plate for the battery to rest on?

And I concur with Steve...the bonnet seal fixes to the lip on the body, running across the back of the engine bay, then down equi-distant the front fenders, ending up about 1/2 way towards the headlights. See attached photo.

Thanks Rick, That is what I needed to see.

The Plate: It does fit in the battery compartment fairly well. I just don't remember taking it out.

Make sure you have two rubber hood bumpers ahead of the seal, as seen in Rick's photo. Otherwise that's all you need. Early cars had four bumpers and no seal.
