It seems like it's a fuel pump but I have not taken it apart yet. Has anyone ever seen this before? I came with that truckload of TD parts I picked up.

Not a TD fuel pump - at least not OE.
 
I'd agree with the fuel pump assesment, but I've never seen one quite like that. Possibly very vintage aftermarket.
