That is a S.I.C or service interval counter. It is meant to be in place in the middle of the speedometer cable. You would have 1 cable from the trans to the SIC, and another from the SIC to the speedometer. They would count up the miles (not decades) since you were last at the dealer. When it got to 25,000 (? not sure) a lamp would light on the dash telling you to hurry back for a check of the catalytic converter, fuel evap canister, and other crucial emissions stuff.
Unfortunately, they often broke before that first check up and the "fix" was to use a single piece cable avoiding all of that.
To answer your original question, that number is how many miles the box lasted before it broke, or broke the cable.
