Thanks to all for your suggestions. Yes, fuel stavation, & I still can't believe what I learned. Re-installed old electric pump because I could measure psi and flow. 5 cups per minute, and develops 5.5 psi, all good. Then hooked up to carb cover over a container to measure flow thru needle and seat. I can spit faster; a teaspoon in 15 seconds. I had already verified internal screen filter was clean. OK why? The carb cover assembly has 2 identical looking, 3/8" diameter, brass hose barb inlet tubes. They point oposite directions. One tube is clearly a standard inlet. I assumed the other hose fitting, which was capped by PO, was also another inlet fitting, specifically there when the carb is used in multiple carb installations. (I worked on dual holleys and tri-power carbs in the 60's) For those who have followed this saga since the 1st post, recall that I mentioned I failed DEQ & had gone thru the carb just as a general clean up, & installed new carb kit w/ needle and seat. What I didn't say is that, to clean up fuel line routing, I installed fuel inlet hose to the other side inlet fitting. Turns out this 3/8" line fitting is not an inlet tube; the internal end of the tube is actually sealed, except for a .018" bleed hole drilled thru to the internal filter housing. I can only assume this fitting is meant to be hook-up for a fuel pressure gague wet line. As a restrictor orifice it would reduce a dangerous fuel leak should the gague or line fail. Bottom line. All fuel was going thru .018" orifice, to needle and seat, & into bowl. I have omitted several interim steps checks taken to solve problem. 50 MPH and less it will run. Hi rpm/speed, will starve. I would have bet it wouldn't even run w/ that much restriction. Haynes Webber Carb manual #393 (excellent) does not cover this fitting. Webber gurus take note.
 
Nice to have pegged it, no? I also once thought either inlet was fine, but I had to drill out the other side of a 38/38 to use it and was tempted to do it on my old 32/36 to put the inlet away from the head. I heard somewhere that it could be fuel return line?
