Actually that sounds about right, as it's a rolling target - 25 years or older, so now in the year 2003; take away 25 equals about the year 1977. So in about 4 to 5 years you guys in the States can legally import a Rover shelled Mini (currently a fairly popular Mini here in Canada)

Ultimately it is illegal, Minis get away with it because the production of the same car with basically minor changes continued for so long. Having said that I would guess that in 99.99% of these cases with Mini's the government would likely never know or find out, and the mechanicals are pretty much the same anyway.
