Water Pump Question...

OK so there is this bolt (access for something) on top of the water pump between the pully and the main body, what is that for?

grease. You can still get a reprint of the owner's manual. Tells all about such oddities. And the hole in the back of the generator is for oil.
 
As Andy said, a plug for adding grease. Some had a grease fitting.

It's almost certain that the pump has been rebuilt with a permanently lubed, sealed bearing by now. Trying to add grease would only contaminate the cooling system.
