Yeah but so will a Redwood. Point being, it was caught beforehand. It seemed to be a geographic (where it was built)miscalculation rather than a error in construction (how it was built). Regardless...

I agree with it being built on bad ground, But I disagree with the idea that bad construction wasn't also at fault. You don't put a 13 story building on non-re-enforced concrete pilings, nor do you only sink them 10 to 15 feet in the ground. You sink them 30 up to 80 feet in the ground, depending on the soil make up and if their concrete they must be fully re-enforced with re-bar, vertical and rings. Very shoddy work that someone thought they could hide. Fortunately they weren't occupied and only one worker was killed instead of hundreds of people. 40 years in the business and I thought I've seen it all, but that's a first for me.

A good example of that is the Lincoln Memorial. Built in a swamp, its foundation goes down to bedrock. In some places the monument is 192 feet tall including the foundation.
