Don't have plans but my friend who owns the salvage yard nearby heats his entire shop with a heater that's powered by old engine oil from the junkers in his yard - got a commendation from EPA for his heating system!
My local parts house accepts drain oil, and that is what they heat with. I was in a commercial garage last summer, and they not only heated with waste oil, they ran the air conditioning with it!

My neighbour, like a lot of people in the district made a farm copy of a comercialy available waste oil heater.It works well BUT. I went over to his workshop one evening and while we were inside the house having a tea break it overheated and sprayed burning oil all over the apron in front of his shed, when we came out there was burning oil flowing down the driveway for about 50 feet. It got quite close to some of his power tools and melted the guages and hoses of his oxy ascetylene set. (not on thank heaven) One of the other blokes reconed it was caused by water in the oil boiling and building up presure and spraying hot oil out where it didn't have a controlled air supply. Usualy this heater was IN the shed, but luckily this particular evening it was just outside, or it could have been very nasty. He still uses it, and it works well most of the time, but if the one you are thinking of building works on the same principals just treat it with caution and dont leave it on too high for too long.
Clive was lucky with no serious damage done but it could easyly have been a disaster.
