I just tackled it with a 'what the heck' attitude. Basically my attitude about everything. If it turned out good, great, if not, what did I lose?
I tried steel wool, didn't see much results. Maybe steel wool WET with some Comet. Try the polishing wheel, but I think Comet, a plastic scrubby, lots of water will work better. Go in an up and down direction, not side to side. Then I used the buffing wheel, NO rouge. Went over it again with the Comet, buffed some more, then shined it up with Brasso (or something similar) Do it as many times as you need.
OOOH, for the rust spots? I did use a wire wheel but be very careful you don't get marks and swirls on the steel.
This is a steel wheel you're doing, right, and not an aluminum one? I don't know that the aluminum will tolerate the treatment I gave my steel wheel. You need to be more careful with aluminum I think.
SUGGESTION...practice on the BACK side of the wheel. If you muck something up, no harm done.
