Voltage stabilizer

I need to check and maybe replace my voltage stabilizer. I saw a pdf article on this at one time. I think doug wrote it. Does anyone know what I'm talking about?

Thanks, the only gauge in my car that uses the stabilizer is my fuel gauge, and it is always reading too high until it is about empty. I'm hoping it is just a "stuck" issue. If not, I may try a solid state solution.
