vent lid

My fresh air vent lid is leaking water when it rains, so I've replaced the seal. After doing so, I noticed that the lid is not sealing tightly against the seal. Anyone else notice this? Any ideas?

Is this on a TR6? In which case I suspect that they all leak as the later cars' vents just have a grille over them and no lid. There must be a way of draining water out of there. Is there not an issue of the drain channels rusting behind the bulkhead, causing leaks?

when I purchased my TR6 I noticed air was comming from under the dash when driving, after inspection I found the bulk head had a hole rusted throught next to the drain line, I guess trash had stopped up the drain lines and then the bulk head rusted throught, I fiberglassed the holes, both sides, never noticed leaking because I dont drive in the rain but the fresh air vents blow more air since I glassed the holes shut
