Well... sort of. TCs are more plentiful but it's hard to say which is more sought after. The J2 is a more prestigious car because it's a pre-war model, and therefore very desirable, but it's more of a specialty market. It's a funny thing really. I wouldn't get too hung up on value other than making sure you get a fair market price on your purchase.
To answer your other question, you could easily spend $60K to do a concourse restoration on a J2, but most of the cost would depend on starting condition and how complete the car is. For example if you're missing the engine then the car is nearly worthless. A J2 sold recently with an incorrect engine and gearbox for around $7K, complete and nearly running but in need of a full restoration. If it had the correct running gear, I suspect it would have sold for nearly triple that amount. Also be aware that J2s are not so easy to find in North America as they are in the UK, so you will probably pay a bit extra to get one here.
