vacuum question

On the intake manifold of my '69 TR6 there 2 vacuum ports. One goes directly to the brake servo and the other has what I assume to be a diaphram of some sort with a tee. One of the hoses from the tee goes to the air filter housing and the other goes to the valve cover.

My problem is that I have a vacuum leak where the diaphram goes in to the intake manifold. How does the diaphram attach to the manifold? Does it screw in or just push in with a friction fit? It looks like some one has put some RTV or something around it in the past.

I believe I have found all the other vacuum leaks and I hope when I solve this problem the car will idle OK.

That's a Positive Crankcase Ventillation (PCV) valve. Notorious for leaking. They just stick into the manifold with not a very good seal.. at least for long. They should be available from Moss and the like and a new one may not leak for a while.
