Hello Bill,
a vacuum (so called) cleaner will not work as it is just a centrifugal fan and does not actually create a vacuum. Air conditioning maintenance people use vacuum pumps, if you could borrow one, but I think the easiest would be to connect to another vehicles engine while it is running.

I was able to test mine with a hand vacuum pump that is available in auto parts stores. But it takes a lot of pumping to even begin to evacuate one of these boosters. It is good exercise though!
I could see that the booster held vacuum well and did move the plunger rod which was all I wanted to know. When I installed it later in the car it worked very well.
