I'm sure that if they ever go into production, they won't be 'open' like in the picture. Get a little snow or mud in there, and it will throw everything out of balance. They will have 'sides' on them and look like a traditional tire.
I personally think the concept is worth pursuing. The only disadvantage is not be able to adjust 'pressures' to adapt to different driving conditions and vehicle weights. In most cases however, that's really not a big consideration.
