Wedge tr7 engine idle low RPM bounce

I just had my TR7 engine redone. Rings, pistons ect. The engine starts great. At idle it is "bouncy", but it does not stall. At RPM 2000+ it pulls and runs well, but in 4th or 5th gear, low rpm it is bouncy and bumpy. The gear lever moves with the engine bounce, and is hessitant at low rpm acceleration. My mechanic thinks the new rings, piston and liners might need to break in and then it will smooth out. Do this make sense? ANy ideas will help. As you can tell, I am not very mechanicly inclined.
 
is this a carburetor or fi engine? My fi engine developed a similar sounding problem I think had something to do with one of the sensors but I didn't bother with, I pulled the engine and eventually dropped in my v8.
 
I would be looking for a vacuum leak some where. Were all new vacuum lines put in?
