My 76 TR6 had a faulty horn relay. I replaced it and it worked - kind of. I was getting 12+ volts on the hot side, but only about 9 volts to the horn. I replaced it again and same result. The horn is only getting 9 volts, not enough to drive it. When I put battery juice directly to the horns, they work fine.

tglass, take the fuses out and clean each end with 4 "O" steel wool, then get a good firm brush, (Harbor Freight sales a set, cheap), and scrub the connectors in the fuse box. You will need to disconnect the battery, just in case Murphy's law comes in to effect.
The horns take a lot of amps and coming across bad connectors will lower the voltage.
