What does it mean if my carb is leaking out this hole (marked in red)?

Did you by any chance just install an electric fuel pump?

No, it has a mechanical. I did put new valves in the bowls though. Is that hole the overflow for if the floats don't turn off the fuel?
 
That is the float bowl vent. If you are leaking fuel through it your float is probably set too high or as you said the needle valves are not operating correctly.
 
I have noticed that the valves can often stick when they are dry (grose jets can as well). As in first installed etc... A good whack with a screwdriver to the side of the carb can unstick it.
