TR6 TR6 Front Oil Seal Sleeve

I am assembling my TR6 engine as part of a very slow rebuild program. There is an oil sleeve which slides on the crank in front of the timing gear gear and oil thrower. The front oil seal rides on this sleeve. How should this sleeve be installed? The manual says slide it on. What is to stop oil from moving down the crank under the sleeve and out between it and the harmonic balancer? Should some type of sealant be used and where?

my guess would be the oil thrower should keep any amount of oil from getting to the seal. I think the seals were more to keep dirt and debris out than to keep the oil in.
 
As far as oil making it's way thru the annular space between the ID of the sleeve and the OD of the crank, my sleeve fits so tight that if it does it won't amount to much.
