Hi all, I was replacing the heavy rubber bushings in the top and bottom of the collum and I noticed what looks like an electrical connection between two of the top bolts. I haven't done the bottom one yet (ran out of daylight) question is this...what is this connection?

I'm not sure exactly where you mean, but there's often a "bridge" wire over the connectors between upper and lower column to enable a proper electrical path for the horn circuit.

Note that if you can get a TR6 lower steering column section and metal coupling cheap you can use it to replace the lower rubber coupling in your TR4A.

Since that little ground cable was broken I'll mention something else that may or may not be present on what you're looking at (since what is on there now is often our reference for how the new stuff goes together). I think you'll find the bolts that hold those rubber donuts are drilled for safety wire.
