Where can I find the black tar like substance that was used to seal fender bolts and various joints to make them water proof? Thanks

I assume you mean between the fenders and the body? I didn't use anything in mine, but I have used this between the trans tunnel and body:

Probably available at any store that sells automotive paint.

This stuff looks like it was brushed on over the rear fender bolts and the inner fender seam to keep water out of the trunk.

NAPA carries a brushable seam sealer made by Martin Senuor in a quart can, on-line price is about $32.
