TR4/4A TR4 Water Drain Plug in Block

Should a new drain plug, or better said "water drain tap," be sealed with teflon tape or pipe dope? Or both?

I think I answered my own question: Both
 
I think I put a little teflon tape on mine and it doesn't leak. Then again, I have enough sediment in the block that it doesn't much leak anyway even with the valve off!
 
I've been pretty much converted from tape to dope by comments on this list. Yes it's true -- I use dope because of these people.

I cannot recall but perhaps you have to stop at a certain position when threading in that petcock -- which may mean you can't get it as totally tight as you would like... in which case the dope might help.
