TR4/4A TR4: The Horn Problem Again

I guess I'm not grounded, because after replacing my steering rack, my horn isn't working.

What is the best way to ground the rack? I can't use the top cap bolt on the steering rack pinion mechanism, because the new ones don't have that fitting.
