TR4/4A TR4 inner and outer sills

Can/should the inner and outer sills and the end caps be assembled before being attached to the sill brackets?

I've attached a Roadster Factory illustration to help.

I'd fit the inner sill first making certain it's correct and then fit the outer sill to it again making certain it's fit is correct, finally install the end caps. If you were to fit the inner to the outer first you could end up with neither piece fitting to the body correctly. The joint between the inner and outer sill needs to "float" until the fit is correct, then weld that joint last.
