This might seem like an odd question, but does the "horseshoe" dash support bracket sit directly on the metal or do I have to wait until the carpet / padding is installed?

The support is bolted directly to the floorboards (captive nuts are welded underneath). The carpet will be shaped to go around the supports.

That said, depending on your carpet kit you may find it easier to put the tunnel carpet in place before installing the support. Some kits have 2 pieces over the tunnel that meet under the support but as I recall some have a one-piece tunnel carpet that may be difficult to install with the support bolted down.
 
I agree with George that the tunnel carpet should go in first. This is even with the two piece kit for the tunnel. If you tried to put the dash support on top of the carpet you would find that there isn't enough clearance to fit the support plus the radio plate all under the dash.

I just recently re-did my entire dash. I put the tunnel carpet in first, then the dash support. You will probably find you will have to put the dash support in at an angle and then push it up, if it has been out for any length of time, because it is a support and the dash will drop some.
