TR2/3/3A TR3B steering

Thanks to all those who responded to my first post re the steering on my TR3B. When I raise the car up, the steering is smooth using the steering wheel but when I try to turn the steering with the tires, they won't budge. It seems to be binding up in several places. What would be your evaluation of this?

I could not find the company in Va. who sells the rack and pinion. Do you have an emai address?
