TR2/3/3A TR3B steering column felt bushing

I am assembling split column and the new upper felt seal from TRF seems not to be graphite soaked,but just dry felt.I have no colloiial grahipe and was thinking grease or oil would be fine.Manual says oil may cause sticking from dust accumualtion.Any thoughts appreciated.

Thanks Randall,guess I will hold off and get some graphite.I was concerned about the felt thickness but thought it would crush in.Now I think I will see if I can peel a thin layer off for better initial fit.Such a simple part yet not the right felt thickness?The old one I took out is starting to look better.
