TR2/3/3A TR3 Steering Question

During my front brake rebuild, I noticed that the 5/8" nut that secures my steering drop arm to the rocker shaft is loose (actually almost fallen off). I am going to re-install it. Any advice as to how tight this should be up against the drop arm? (I believe that the drop arm is pressed onto the rocker shaft).
 
I couldn't find it in the book where I looked but - as a rule - you can measure the threads on the end. Say they are 3/8 UNF. Then look up any other torque setting for any other 3/8 UNF threaded nut and you should be OK with that.
 
If the nut measures 5/8" across the flats, then it is probably a 3/8"-24 thread which, as a rule, would get tightened to about 30 lb/ft. If it's 5/16"-24, lower it to about 20 lb/ft. Also, that nut (if it's the one I'm thinking of) should be a NYLOC.

One other thing, while you under there, check out the SilentBloc rubber thingies in that arm. They are an item that wears pretty easily.
