I think what you are pointing to is the stiffening bracket for the steering box. It was apparently added by the factory, to help reduce frame deflection under steering forces. There should be a spacer under the bottom end of it, and an extra-long bolt that goes through a washer, then the bracket, then the spacer, then the frame extension, then the frame, then the radiator guard, another washer and finally a nut inside the radiator guard. Not sure if it's original offhand, but I have Nyloc nuts on those bolts. Possibly they should have lockwashers & plain nuts instead.
 
Thanks for posting that question. I realized that reinstalling the sterring box yesterday I forgot to put that piece back in. Now we know how some of them are missing :smile:
