TR2/3/3A tr3 front fender

Has anyone else had a problem with the 3 bolts on the bottom of a tr3 front fender were that bolts to the inner sill? For me there always seems to be a very tight fit there. I was thinking of providing a little more room by taking the original 90 degree bend off and putting a 3/16 drop/jog on that outer 90 where that bolts to the inner sill on the bottom to give a little more room.
 
Steve, we're finally into the "fun" part of the restoration, where you learn about every bump and bad repair our cars have gone through. Unfortunately the bolts should be fairly easy to install, so something must be a bit tweeked in that area.
 
Yes Marv the sill and the fender have been replaced/rebuilt. Do you have any suggestions on how to pull the fender down or lift the sill or something?
