TR2/3/3A TR3 Exhaust Manifold Clamp Question.

Got my oil filter all assembled. So its on to other stuff. I received the rear lifting bracket from a supplier and I need to put all that together so that I can lift it off the the engine stand, I will suspend the engine from an A frame I've had since the late 80s. I really want to get as much of the assemblies mounted to the engine as I can before I set it in the frame.
My question is that when I started cleaning the clamps for the exhaust manifold I noticed some black paint on them, Were they painted? Everything was so rusted when I took it all apart, lo these many years ago, that I have no idea.

Any thoughts would help.
