I agree. If you look inside the pulley, there should be a protrusion that should get clamped firmly against the bearing inner race. Lots of people have reported finding that they had to grind (or file) the housing to get clearance.
Without the pulley clamped against the race, you are relying on that slip fit to hold it. It will eventually work loose again and you'll be right back where you started.
