TR2/3/3A tr3 air duct

Hi all does anyone know off hand if a tr3 air duct where the little round connector that holds the rod in place is suppose to rotate or not when you pull the handle back? My vent linkage is sticking and I think it is because it was painted and thus frozen.

Yup, it needs to rotate. Actually, the little round piece doesn't rotate (it's held by the rod to the knob), but the levers it mounts on do.
 
Usually they stick due to hinge rust issues,I like gun oil with teflon on this part.40 is a waste of time here...

Thanks you guys for your help. The problem turned out to be that the little round piece that holds the rod was stuck in place with either paint and or rust. I undid the bottom linkage and worked it free. Evidently the little holder has to roll/move a little or the linkage binds. So you were both equally helpful.

Thanks you guys for your nice words. The color is that powder blue. The parts car that contributed the four fenders was that color.
