Likely just stuck on the old, hardened seal. Should be able to turn the bezel a few degrees to line up tabs with slots in the "can" of the gauge at the back of the bezel.
 
Thanks. There’s no turning these bezels. Tried a razor blade on the dash side to cut it. No luck. Tried liquid wrench no luck.
 
Well, breaking the glass won't do much either. Softening that (former) rubber is the answer. A Q-Tip with acetone ~lightly~ applied with repetition can slowly melt it, but can also remove the black gauge face if gone after too vigorously. There's a "patience factor" here.
 
In fifty years (the last twenty of them doing restorations), never broke one of those pieces of glass.

Thanks for the info. Patience will be key. Already removed the black on the first one I tried. Then accidentally broke the glass. The bezel came right off the! I’ll try tomorrow on another with patience.
 
I use a Q tip and a small amount of WD40 around the edge of the rubber because WD40 does something to rubber anyway makes the rubber softer and breaks the bond. Be careful not to get the WD on black gauge face because it might stain the black paint. Then when I get the face off, I take an artist paint brush and lightly dust off any dust from the face or other places.
