You may already know this Eric, but Macey's Garage supplies new stator tubes in both the straight and adjustable tubes. Go on the on the website and look up parts. Macey's Garage.com. Mark Macey is a good knowledgable guy to talk with.
When you start on the control head take lotsa pictures!

I'm working on interior refurb. right now and have seen the tube a macy's I hope to get there by good driving weather. It would be nice to be able to signal and get the horn working, assuming that the issue lies in side the head or wiring.
 
You know that tube rides inside a fairly stout outer column, I was curious as to why you might think the stator might be broken? How many miles do you have on the car? My NOS control head had heavy grease in it that was kin to cement, even though it was never in a car, I had to take it all apart, clean it and re-grease it. Now it works as advertised. Quite often horns not working is a grounding issue rather than a control head issue. Turn indicators might be the same problem.
Something to ponder about. Kinda depends on the miles on the car. Course, the fact that all of these cars are pushing 50+ makes a big difference also. Have any questions feel free to email me, the address is in the profile.

The control head spins and therefore the the turn signal doesn't cancel. The horn hasn't worked in a very long time as well. As I understand it is a fairly common problem. Also recently one of the directions of the signal stopped working. My understanding is that this is likely a result of the wiring being twisted when turning.
 
Yep, sounds like exploratory surgery time to me.
