I am looking for a toggle switch with "On-On-Momentary On" configuration.
Any suggestions or resources will be appreciated.

Digikey has been a good supplier for me. I have a switch that is on-off-momentary on that I use for the headlights, but uses a relay to translate into hi-low-flash.

Thanks and I will check with them. As you may have guessed I want to use this switch to move the headlight dimmer switch onto the instrument panel. I would like to incorporate a momentary-on circuit to flash headlight high beams at oncoming cars as it seems to be an ever-increasing phenomenon for people to use high beams regardless of oncoming traffic. I already have separate relays for both circuits so the switch will not be carrying high current.
 
It seems to me that much of what we think are people driving with high beams on, are sometimes just high riding SUVs and pick up trucks with factory LED headlights set on low beam which blind the oncoming cars that sit lower to the ground.

Try flashing your brights to them and you may soon find out, as I have on more than one occasion.

Same as I have. The way mine is set up is that the center position (off) allows the main head/side switch to provide the power to the low beams. The on position allows power to the high beam relay and the driving lights relay. The momentary position allows the same current flow to the high beams and driving lights, but with a spring in the switch to return to "off" when released. There is a separate on/off pull switch for the driving lights.
