To vent or not to vent

I was at a technical work shop today where we discussed SU carbs. They were saying the damper top should not be vented if there is a sloped tube at the top of the piston cover. Moss stated otherwise for my BJ8. Any thoughts?
 
I think that Moss is correct.

On the internally vented carbs the sloped tube is drilled & a non vented cap is used. The drilled hole provides an internal vent.

For some reason, on the HD8 carb, the tube is not drilled & a vented cap is required.
