I'd like to see some contemporary price lists to see what was optional in the U.S. A front bumper was optional in the UK and they had that little plinth to fit the UK plate that fastened to the four screws at the bottom of the grille opening. But with a US car, where in most states a front license plate was required, it wouldn't surprise me that a front bumper was a "mandatory" option. I know that a rev counter was also an option as was the heater, but I wonder if any cars were actually sold in the US like that.
Rick, I think you're right. Here's a quote from Lindsay Porter's book "MG Midget and Austin-Healey Sprite" about bugeyes.
"BMC pricing policy actually showed some deviousness. The Sprite's basic price did not include such "ancillary equipment" as a front bumper, adjustable passenger seat, heater or tachometer. in fact the number of cars supplied without "extras" and especially the tachometer and heater was very, very small indeed. it is just possible to hear an echo of the salesman's voice across the decades: "Actually sir, you're fortunate that this car is already fitted with a heater, tachometer, front bumper and screenwasher. We can include the cost in the H.P. price, saving you from having to find L33.11s.3d. later on ..." Some things never change."
I'm pretty sure my car came without a front bumper, though. At least, that's my story, and I'm sticking with it.
