Tire Worn Uneven

Hello everyone. When I was under the Midget yetserday getting the clutch cylinder rebuilt, I noticed the front drivers side tire has worn unevenly and shows more wear at the outer edge. The passenger side is worn pretty even. I checked for slop on the drivers side to see if the front end has some worn areas but it is all pretty solid. It looks like it may need an adjustment to correct this possibly with the tie-rod? Any ideas on this one?
 
Outer tire wear usually means the camber is off, if the wear is even along the outer edge of tread. On our cars, I'm not sure how to adjust the camber except with shims or possibly, the springs or other suspension parts are worn. If the wear is more "fish scale" that usually means toe-in.

You bring up an interesting point. I recall looking over the tires at that time and they were fine. This wear has started since the new shocks and tie-rod ends.
Im wondering now what I may have changed.
 
do recall that some have played with camber by adding a washer to the kingpin
