Tips for quarter elliiptic spring install

I have new 10 leaf quarter elliptic springs to install.
The springs are in but I can't get the bolt at the axle to line up.
The holes on both sides don't line up with the bushing or if one does the other doesn't.
Any tips would be appreciated.

Is the bushing new?? Make sure it is square in the spring. Easy measurements.
Where did the springs come from?? New??
Bushing is a replaceable part, may nit be installed properly
 
These are the new 10 leaf springs from one of the big 2 suppliers, I think the 10 leaf are all the same.
Bushings are new with the springs. I got the first spring together today after easing up the other spring to get more movement in the axle.
May still have the same fight with the second spring with the first together, I left it loose to get more play.
The axle is close to the spring eye but nothing seemed to work after jacking up and down.
Maybe the second one will be a snap. Thanks for your reply.
 
Something is wrong with the new spring.
If properly set up the axle bolt should just drop in even with the springs tied down tot he chassis.
If there is binding the car will not handle correctly and the bushing will probably wear out very quickly. I have had my BE since 1967 and replaced the bushings only a couple of year ago.
Please double check the measurements and also make sure the springs are Parallel.
