I know I'm late to this party, but......
Sorry but you don't need to remove the tie rod ends from the steering arms to change the rack boots. Just loosen the clamp on the boot, where the tie rod come through it, break the jam nut loose that tightens against the tie rod end where it attaches to the tie rod. Hold the tie rod with some vice grips and start unscrewing it, counting the number of turns it takes to get it loose from the tie rod end. Write the number of turns and the side down so you will know how many turns to run the tie rod back into the tie rod end when the new boot is on.
I ran across this tip AFTER I screwed up a tie rod end with a pickle fork that was too big.
