throttle sticking?

The engine speed on my BJ8 seems to want to be 4000rpm. Once I get it there it tends to stick and feels a bit like an automatic by pulling me down the road without touching the gas pedal. If I slow down the car in a higher gear the engine speed drops but as soon as I depress the clutch it idles back to 4000 rpm until I quickly tap the gas pedal, which usually releases the problem. Until I accelerate again. I do not consider this dangerous but it sure is irritating and it ruins the mileage I get in the city.

How would you go about determining the actual cause of this? are there some lubrication points that need attention?
 
If the car was restored then the bearing on the firewall and the shaft bearings above where the gearbox tunnel fits may be too tight . Does it only stick once the engine gets hot ? It could be expansion from engine heat tightening the firewall/shaft bearings . The ones above the gearbox are a royal PITA to get to with the engine/gearbox in place . If the springs are all in place and good then you may have to ream the shaft bearings to get a little bit more play in them .
