For another perspective, try cropping in tight on MacArther so that just he and the soldier are in frame and the top-right corner just avoids the hanging moss and the left edge just trims out the stone base of the Korea obelisk so you end up with essentially a portrait image with Mac as the primary subject.

That made a huge difference. Still get that foggy morning feeling, but more detail in the bird and the water.
