This is truly painful to watch-a hard lesson about importing cars

Indeed a painful sight - but it seems this was likely a good attention getter for folks lying on their import documents, especially faking the "25 years old" issue to gain exemptions.

I guess I'm not really against what CPB did.

Apparently they take their job and the law quite seriously, still they might punish the people, and not the poor car. I think this practice is pretty common, especially with the long running mini, I am guessing the later ones are cheap and plentiful in jolly old still, so a penny or two can be made by backdating the registration and importing them here. I have personally seen a couple cars that I believe match the general description of the one in the video (before smashing). I also am seeing newer right hand drive minis pop up on craigslist more often at not to unreasonable prices, maybe there is a reason for that.

But but... the wheels... tires...
